You can open existing animated GIFs in Fireworks and edit them. When you open an animated GIF, Fireworks does two things:

It creates a shared layer named "Background," based on common pixels found in more than half of the imported frames. |

It places the animated components from each frame into a separate frame, and then places these components as image objects on a layer named "GIF." |
To edit an animated GIF:
1 | Choose File > Open and open an animated GIF file. |
2 | Choose a frame from the Frames panel. |
3 | Select an object and begin editing. |

Note: Changes to objects on a layer that is shared across frames appear on all frames in the document.
